Juan Pablo Bonilla successfully defended his doctoral dissertation on “Development of a Framework for Joint Implementation Measures in Developing Countries to Reduce Green House Gases in the Atmosphere” before a five-member examining committee and audience on March 14, 2000. After two years of course work, Juan Pablo passed his Foreign Language Proficiency Examination in the spring of 1997 and passed his Doctoral Qualifying Examinations in November 1997.
In addition to GW faculty members E. Lile Murphree, Robert Romano and Jonathan Deason, the examining committee included two external examiners from the Organization of American States. These were Dr. Richard Meganck, Director of the Unit for Sustainable Development

and Environment, and Dr. Jan Vermeiren, Principal Specialist and Head of the Caribbean Division.
Juan Pablo’s work focused on the development of a viable political, institution and technical framework for the implementation of the Clean Development Mechanism and joint implementation measures to facilitate the emissions trading provisions of the 1997 Kyoto Protocol. These measures are critically important to encourage joint emissions reduction projects between developed and developing countries. They follow up the joint implementation measures first articulated in the 1992 United Nations Framework Convention on Climate Change.

Juan Pablo obtained his Bachelor of Science degree in 1991 from the Universidad Javeriana in Bogota, Colombia, and his Master of Science degree in 1995 from the George Washington University. He currently is the Executive Director of the Foundation for the Development of the Caribbean Region of Columbia, where he has served since 1999. Prior to that position, he served as the Environmental Manager of the National Industry Association of Colombia (1998-1999) and Advisor to the Minister of Environment in Colombia.
Two months after his successful doctoral defense, Juan Pablo, his wife, and several other members of his family participated in the Doctoral Hooding, SEAS Commencement, and University Graduation ceremonies during the period May 19-21, 2000.
